For purposes of better carrying out administration on import and export of easily-made noxious chemicals, deepening reform of administrative licensing system, facilitating import and export licensing declaration, and promoting working efficiency of the government, in accordance with relevant laws and regulations like Regulations for Administration on Easily-made Noxious Chemicals and Regulations for Administration on Import and Export of Easily-made Noxious Chemicals, Ministry will delegate provincial departments of commercial administration to be directly in charge of licensing of chloroform, ether and piperidine and release official replies. The replies shall be reported to Ministry of Commerce for filing. Enterprises shall obtain (Import) Export License of Duel-use Articles and Technologies of the People’s Republic of China at the local license-issuing authorities upon official replies.
The Provisional Regulations for Administration on Easily-made Noxious Chemicals Exported to specified States (regions) shall be followed to implement related issues of chloroform, ether and piperidine exported to specified states and regions.
The announcement shall take effect as from Mar 1, 2008.
